Is alertpay scamming their customers?

Alertpay has refused to pay us our money after holding it for 180 days, We have sent them numerous Emails and they have decided to ignore us. The amount being held is $1800 as a small business we are really hurting. Please can anyone tell us how we can fight this people to get our money. We discovered that the company is run by immigrants who migrated to Montreal Canada from India and this must be the reason why they do not adhere to the principles and ethics of good business conduct that we are accustomed to here in North America. We reviewed their complaints on the Better Business Bureau and their reputation is beyond concerning. Any advise will be greatly appreciated.
