HELP my brother's dog has porcupine quills in it's poor mouth!?

Ok some my 20 something year old bro has this poor dog that has quills stuck in it's mouth. He can't afford to go to the vet have them taken out because it costs freakin' $300 dollars around here, the vet place has a monopoly over the damn town. Is there anything my brother can give the dog to knock it out safely to take the quills out?!
