Does this read poorly.....seriously?

I acknowledge that upon entering a contract with the Government of Saskatchewan the onus is on me to adhere to the mutually agreed upon terms, I also acknowledge that my failure to adhere to these terms has given more then sufficient grounds to cease any further payments that I may have otherwise been eligible for. The fact that I did not adhere to these terms is indisputable, however, I believe that mitigating circumstances should be taken into consideration
